The ORD Sewer Authority provides public sewer service to residents of Osceola Mills Borough, along with portions of Decatur and Rush Townships. The regional system was created to modernize wastewater treatment and improve water quality throughout the Moshannon Valley.

Most residents of Osceola Mills receive public water service from Pennsylvania American Water.

Electric service for Osceola Mills is provided by Penelec, a FirstEnergy Company.

Residents may choose an electricity supplier through Pennsylvania's Energy Choice program while Penelec continues to maintain the distribution system.

Hugill Sanitation of Mahaffey, PA provides Residential and Commercial Garbage Collection Services, Dumpster Rentals, and Roll Off Container Rentals to communities throughout western and central Pennsylvania.
